Working alongside the whips are the House Leaders of the various parties. The House leaders guide the flow of business through the House of Commons. On the government side, the House leader is a Cabinet member responsible for the organization of government business and, if possible, its quick passage through the House of Commons. Like the party whips, House leaders negotiate the amount of time to be spent on legislation and other matters of procedural business.
